Mission Statement

The University of Virginia Juvenile Competency Attainment Research and Development Center (JCARD) supports the establishment of cost-effective, community-based programming for juveniles of varying ages who have been determined by the courts to be incompetent to stand trial. JCARD conducts research, develops programming applications, and consults on legislative change. The goal of JCARD's efforts is to establish evidence-based practices capable of ensuring that youth with developmental, intellectual, and/or psychiatric impairments are not subjected to legal proceedings that they do not understand and/or cannot participate in effectively.
